There's a shortage of lawyers in small towns across South Dakota, and one of the reasons for it is money.

From Harding County in the northwest to Gayville in the southeast, 15 South Dakota communities will take part in the third Horizons community development project starting in September.

A 20-month project will help Box Elder, Harding County, Hill City, Kadoka and a community to be named on the Rosebud Indian Reservation to fight poverty and develop community leaders.
